I tried to herbicides, dig them up, covering the ground with a black tarp, and they come back again, anyone have a sure way to get rid of them? I hate them.

Mexican Petunia, Ruellia brittoniana, is listed as a category I invasive species by the Florida Exotic Pest Plant Council.
